Our client, a large-scale engineering organization and long-term partner of PMO Squad Consulting, engaged us to support a strategic modernization initiative aimed at strengthening its development ecosystem. As part of a broader digital transformation effort, the organization undertook a complex migration from GitHub Enterprise Server (GHES) to GitHub Enterprise Cloud (GHEC) to enhance scalability, security, and collaboration across its engineering teams.

Challenge

The organization faced an urgent need to modernize its developer tooling ecosystem. Its aging, self-hosted GHES environment limited access to newer GitHub capabilities such as AI-powered tools, GitHub Actions, Codespaces, and advanced security features.

The original internal estimate projected a 24-month migration timeline, but only 15 months were available before cost, licensing, and operational risks escalated.

Key challenges included:

• Scale & Complexity: 3,100+ repositories across dozens of teams and organizations, each with varying CI/CD configurations, permissions models, and legacy integrations.
• Minimal Disruption Requirement: Migration had to occur with little to no impact on daily engineering workflows, while maintaining compliance and security standards.
• Legacy Dependencies: Many repositories relied on Jenkins pipelines, hardcoded SSH references, and outdated integrations, making direct migration complex.
• Change Management at Scale: Thousands of developers required clear, timely communication to avoid confusion and operational risk.
• Vendor Coordination: While a third-party partner handled the technical migration, all prerequisite preparation, sequencing, and internal coordination had to be completed by the organization.
• Time & Cost Pressure: Any delays risked overlapping GHES and GHEC licensing costs and extended vendor contracts.

Solution

A cross-functional project team was assembled, representing infrastructure, CI/CD, security, and product engineering, to drive the migration from planning through execution.

Key actions included:

Repository Discovery & Mapping

• Built and maintained a live inventory of 3,100+ repositories, categorized by team, organization, and pipeline complexity.
• Identified CI/CD “controllers” to enable intelligent batching of repositories during migration.

Stakeholder Communication Strategy

• Developed a multi-channel communication plan including mass emails, Confluence documentation, Slack announcements, and live Q&A sessions branded as “GitHub Cloud Migration Office Hours.”
• Maintained weekly leadership visibility and progress updates.

Wave-Based Migration Execution

• Structured the migration into 12 strategic waves, grouping repositories to minimize interdependencies.
• Applied additional rigor to high-risk and business-critical repositories, including pre- and post-migration validation.

Pre-Migration Checks & Cleanup

• Partnered with CI/CD teams to review pipelines and remove hardcoded references (e.g., legacy domains and SSH paths).
• Prepared secure, cloud-ready integrations to ensure seamless transitions.

User Verification Protocols

• After each migration wave, provided a defined verification window for users to validate repositories, pipelines, and integrations before proceeding.
