Modernizing developer tooling is no small feat, especially at enterprise scale. One large engineering organization recently faced an urgent mandate: migrate from a legacy, self-hosted GitHub Enterprise Server (GHES) environment to GitHub Enterprise Cloud (GHEC) to unlock modern capabilities like GitHub Actions, Codespaces, AI, and advanced security tooling. 

The challenge? The organization was given 15 months to complete the migration—despite internal estimates projecting 24 months. Failure to meet the timeline risked added consulting costs, dual licensing fees, and disruption to thousands of engineers. 

The Challenge 

The scope was massive. More than 3,100 repositories spanned dozens of teams, each with unique CI/CD pipelines, permissions, and legacy dependencies. Many repositories relied on Jenkins pipelines, hardcoded SSH references, or outdated integrations that made direct migration complex. 

At the same time, the migration needed to: 

  • Minimize disruption to day-to-day engineering work 
  • Meet internal compliance and security standards 
  • Support thousands of users through a major platform change 
  • Stay tightly aligned with a third-party migration vendor’s timeline 

Clear coordination, communication, and risk management were essential. 

Our Solution 

A cross-functional project team was assembled, representing infrastructure, CI/CD, security, and product engineering. The team focused heavily on preparation, structure, and stakeholder alignment. 

Key actions included: 

  • Repository discovery and mapping: A live inventory of 3,100+ repositories categorized by team, complexity, and CI/CD dependencies. 
  • Wave-based execution: The migration was organized into 12 carefully planned waves to reduce risk and manage interdependencies. 
  • Pre-migration cleanup: CI/CD pipelines were reviewed, legacy references removed, and cloud-ready integrations prepared. 
  • Change management: Communication spanned email updates, Confluence documentation, Slack announcements, and weekly “GitHub Cloud Migration Office Hours.” 
  • Post-migration verification: Each wave included a defined validation window to ensure pipelines, integrations, and permissions functioned as expected. 

The Results 

The results exceeded expectations. 

  • Migration completed in 6 months — 9 months ahead of schedule providing tremendous cost savings to the organization 
  • 3,107 repositories successfully migrated across 12 waves in an organized plan to avoid data loss and client impact 
  • Zero unplanned downtime across critical pipelines and zero downtime means active resources completing billable work and driving revenue 
  • No dual licensing costs, as GHES was sunset immediately resulting in another cost savings for the client 
  • Vendor engagement completed on time and within budget avoiding costly penalties, again a cost savings to our client.
